Energy Services

Welcome to the Energy Services Department. Our mission is to assist low-income households
with applying for utility assistance programs and to provide guidance on improving home
energy efficiency.

Who We Serve: The Energy Services Department serves residents throughout Cook County.
Both documented and undocumented individuals are welcome. Income eligibility requirements
apply for all programs.

Monday – Thursday: 8:00 am – 1:30 pm
Friday: Employees work remotely, please call or email.

LIHEAP PY25 Income Guidelines

Income eligibility is based on household size and total monthly income.
Review the amounts below to determine if you may qualify.

Documentation Needed & Certified Programs:

  • Proof of income for all household members for the last 30 days
  • Proof of social security number (undocumented households and individuals are welcome to apply)
  • Most recent utility bill
  • Additional forms as needed (on a case-by-case basis)

  • PIPP Recert (electric & heating)
  • STW Chicago Only (heating)

For the Home

  • IHWAP (home weatherization)
  • Emergency Furnace
  • ESK (energy savings kit)

Water Assistance

  • UBR Chicago Only

Helps you pay utility bills

GAS & ELECTRIC ASSISTANCE

ONE-TIME BENEFIT provided toward your gas and electric bills.

BUDGET BILLING PLAN to lower your monthly payments.

RECONNECTION ASSISTANCE to help get your utilities turned back on after disconnection.

WATER BILL ASSISTANCE

50% RATE REDUCTION for your water, sewer and water-sewer tax bills.

NO SHUT OFF PENALTIES OR DEBT COLLECTION on City of Chicago utility debt.

DEBT FORGIVENESS after successfully completing one full year in the program.

COMED RESIDENTIAL HARDSHIP

UP TO $500 once every two years to put toward ComEd electric bills.
(Must have at least $25 past due balance.)

PEOPLES GAS SHARE THE WARMTH

UP TO $200 to put toward Peoples Gas home heating bills.
(Must have at least $1 past due balance.)

  • Proof of 30-day income for all household members 18 an older (Wages, Social Security Benefits, TANF, AABD, Unemployment, proof of cash wages, etc.)
  • Your most recent gas/electric bills
  • Social security numbers for all household members, if available. Undocumented individuals are welcome to apply!
